Shanghai Outstanding Legal Talent Cultivation Base Program – Law (Innovative Class for Outstanding Legal Talent) (Undergraduate) In 2012, the Shanghai Municipal Education Commission approved our university as a Shanghai Base for Cultivating Outstanding Legal Talent and a Shanghai Base for Cultivating Outstanding Foreign-Related Legal Talent. Starting in 2013, our university established a Pilot Class for Cultivating Outstanding Legal Talent within the School of Law, aiming to cultivate applied, outstanding legal talent that meets societal demands. In 2021, the Pilot Class was upgraded to the 2.0 version Innovative Class for Cultivating Outstanding Legal Talent. Educational Objectives:Through a zero-distance collaborative talent cultivation model with judicial practice departments, the program aims to enable students to systematically master theoretical legal knowledge and practical skills through their studies. It strives to cultivate applied, elite legal professionals who are loyal to the law, well-rounded, possess scientific and cultural literacy, embrace the rule of law, and have strong practical abilities and good professional ethics. Duration of Study:Four years Degree Conferred:Bachelor of Laws Cultivation Model:This program direction implements a University-Legal Practice Department Joint Cultivation model, a competitive mechanism, and a mid-program selection mechanism. (1) The university and legal practice departments jointly determine the educational objectives, design the curriculum system, develop high-quality teaching materials, organize the teaching team, and build practical training bases. (2) A competitive mechanism is used during the cultivation process. Students must complete their studies according to the program requirements. Those who cannot meet the standards of the Innovative Class will be dynamically transferred to other program directions based on the competitive mechanism, with credits earned counting towards the total. The maximum分流 rate shall not exceed 30% of the Innovative Class enrollment in principle. (3) A mid-program selection mechanism is established for all first-year law students across the university. Based on voluntary application and criteria such as GPA, the university conducts a secondary selection through interviews. Qualified students are admitted into the Innovative Class, with credits earned counting towards the total. The maximum selection rate shall not exceed 30% of the Innovative Class enrollment in principle. Specific implementation measures will be announced separately after student enrollment. Law (Mediation Orientation) (Undergraduate) Law (Mediation Orientation) is currently the only specialized undergraduate law program direction offered by Chinese universities. Mediation is an important part of the pluralistic dispute resolution mechanism, playing the role of the first line of defense in resolving conflicts, settling disputes, and balancing social relationships. People's mediation is renowned as the Eastern Experience or the Eastern Flower. With the rapid development of China's society and economy, various social conflicts and disputes continue to emerge. The demands of disputing parties are becoming increasingly diverse and complex, highlighting the professional challenges faced in mediation work. The existing mediator workforce struggles to meet the needs of mediation work in the new era. To address societal needs for mediation work and the cultivation of innovative talent, the School of Law pioneered the creation of this undergraduate program direction nationwide to cultivate specialized mediation talent. This is an innovative initiative by Shanghai University of Political Science and Law adhering to its development strategy of building distinctive strengths. The first cohort of students enrolled in September 2012. The Mediation Orientation has a clear focus, and its talent cultivation plan aligns with societal demands. After more than nine years of development, this direction has become a highlight and a new growth area within the Law major, serving as a base and cradle for cultivating professional legal talent in mediation. In 2019, it successfully obtained approval to establish the Ministry of Justice Base for Theoretical Research on Mediation and Talent Training. Constitutional Law and Administrative Law (Master's) This program offers three research directions: Basic Theories of Administrative Law, Constitutional Law, and Branch Administrative Laws. It aims to cultivate outstanding rule of law talent with solid foundational theories and systematic professional knowledge in constitutional and administrative law, possessing the ideological, moral qualities, and legal professional awareness to pursue social justice, uphold constitutional authority, and build a law-based government. Graduates will have strong theoretical thinking abilities, language expression skills, and the capability to coordinate and handle practical issues and cases in constitutional and administrative legal practice, enabling them to work in higher education teaching, research, party and government administration, national and local legislation and law enforcement, judiciary, procuratorate, and related fields. The Administrative Law discipline is part of the Shanghai High-Plateau Discipline Development Project, a First-Class Discipline in Shanghai universities, and a Key Discipline of the Shanghai Municipal Education Commission. The university is currently cultivating the construction of a doctoral program authorization point in Constitutional Law and Administrative Law and has jointly cultivated PhD students in this direction with universities such as Shanghai University of Finance and Economics.
